The one-sided interaction between government and the business sector has led to the neglect of collective interests within the living environment: environmental pollution, deteriorating quality of the water and soil, loss of biodiversity, etc. In this advisory report, the Rli suggests that the current dysfunctional interaction between government, the business sector, and communities fails to offer solutions for the complex living environment problems that face the country. According to the Rli, a different approach – one based on a better understanding of the motives and modes of operation of government, communities, and the business sector – is needed in order to break through the deadlock in policy on the living environment.
